
Kerala Sets an Example for the Country in Achieving SDGs

The state is emerging as a national model in the healthcare sector, particularly in the areas of maternal and child health.The state’s progress toward the SDGs, particularly in health and well‑being, inspires the rest of the country.
Kerala leads the country in achieving key health indicators under SDG Goal 3, which aims to ensure healthy lives and promote well-being for all. The state has made significant progress in reducing maternal, under-five, and neonatal mortality rates.
According to the Sample Registration System (SRS) Statistical Report 2021, published by the Registrar General of India (RGI), Kerala's infant mortality rate (IMR) stands at 6 per 1,000 live births well below the national average of 27. Notably, the IMR is 4 in rural areas and 7 in urban areas, reflecting Kerala’s equitable healthcare delivery across regions. As per the United Nations’ SDG targets for 2030, the goals are to reduce the maternal mortality rate (MMR) to 70, the under-five mortality rate (U5MR) to 25, and the neonatal mortality rate (NMR) to 12 per 1,000 live births.
In addition to Kerala, Maharashtra and Tamil Nadu have also made commendable progress under SDG Goal 3. Maharashtra has an MMR of 38, U5MR of 16, and NMR of 11. Tamil Nadu reports an MMR of 49, U5MR of 14, and NMR of 9.
According to the SRS report, the following states have already met the SDG target for maternal mortality - Kerala (20), Maharashtra (38), Telangana (45), Andhra Pradesh (46), Tamil Nadu (49), Jharkhand (51), Gujarat (53), and Karnataka (63).
States that have achieved the SDG target for under-five mortality include Kerala (8), Delhi (14), Tamil Nadu (14), Jammu & Kashmir (16), Maharashtra (16), West Bengal (20), Karnataka (21), Punjab (22), Telangana (22), Himachal Pradesh (23), Andhra Pradesh (24), and Gujarat (24).
The SDG target for neonatal mortality has been met by Kerala (4), Delhi (8), Tamil Nadu (9), Maharashtra (11), Jammu & Kashmir (12), and Himachal Pradesh (12).
At the national level, India has shown consistent improvement. The infant mortality rate has declined from 39 per 1,000 live births in 2014 to 27 in 2021. The neonatal mortality rate has dropped from 26 to 19, and the under-five mortality rate from 45 to 31 over the same period. The sex ratio at birth has also improved from 899 in 2014 to 913 in 2021. India's progress in reducing maternal and child mortality rates has outpaced the global average, thanks to the strong performance of states like Kerala.
